Colorado does not have state building codes for commercial construction; codes are adopted at the local level. 

City of Boulder

Boulder’s building codes consist of adopted international codes along with local code amendments. You can view the entire code in chapter 10 of the Boulder Revised Code.

Commercial buildings shall exceed the energy efficiency requirements of ASHRAE/IESNA Standard 90.1 Energy Standard for Building Except for Low-Rise Residential Buildings by at least 30 percent or other approved equivalent design criteria.

Boulder County

Effective January 1, 2008 all permits applications to the Boulder County Land Use Department, Building Safety and Inspections Services Division will be reviewed and inspected under the 2006 editions (unless otherwise noted) of the following International Code Standards:

International Fuel Gas Code
International Residential Code
International Mechanical Code
International Energy Conservation Code.
National Electric Code (NEC) 2008

Commercial Building Information

State of Colorado

Senate Bill 51 requires any new or renovated building whose total project cost includes 25% or more in state funds to be designed and built to a high performance green building standard. The new law requires the State architect to select an independent third-party certification program, such as LEED. The project must achieve the highest level performance certification possible, which is determined by calculating whether the increased initial costs can be recouped from decreased operational costs within 15 years

Colorado received $50,222,000 in State Energy Program funding from the Recovery Act to adopt the 2009 IECC. In addition, it received $40,348,766 in Energy Efficiency and Conservation Block Grant funding to assist local governments in implementing energy efficiency programs. International Green Construction Code  In 2009, the International Code Council launched the development of a new International Green Construction Code (IGCC) initiative, subtitled “Safe and Sustainable: By the Book,” committed to developing a model code focused on new and existing commercial buildings addressing green building design and performance.
