You'll get a status update on the recommendations of the Consortium of Cities Energy Task Force, which has been working for the last year on creating a unified code recommendation for all municipalities in Boulder County.

Phi Filerman is a freelance green building and sustainability consultant, co-facilitating the working group developing the green building code recommendations for Boulder County. Prior to beginning her freelance business Phi was a Senior Consultant with YRG Sustainability Consultants, managing LEED projects and working with clients to increase their in-house sustainability capabilities. She has also worked as the Marketing and Green Building Coordinator for Perry Rose, a leader in environmentally and socially conscious real estate development. While pioneering the joint MBA/Environmental Studies Masters program at the University of Colorado in Boulder, Phi worked at The Keystone Center, a not-for-profit promoting sustainability, where she developed and delivered experiential sustainability training to corporate executives and managers. In her previous career she helped run a successful telecommunications consulting company as the VP of Marketing and Operations.
Pamela H. Milmoe is the Air/Waste Coordinator for Boulder County Public Health. Joining the county in 2002, she oversees indoor and outdoor air quality, business sustainability, and solid and hazardous waste programs. Ms. Milmoe has spearheaded the participating of local government coalitions in key rulemakings before the Air Quality Control Commission – bringing an unprecedented degree of local government involvement to air quality issues in the state.
She has overseen the expansion of the county’s business sustainability efforts helping to grow the program four-fold by adding new municipal partners and priorities such as stormwater protection. Ms. Milmoe co-leads two internal county sustainability committees and was the lead author for the Countywide Sustainable Energy Plan that has been adopted by eight of the ten Boulder County communities.
Prior to joining Boulder County, Ms. Milmoe served as a senior manager for E Source, an energy research firm, and worked for the U.S. Environmental Protection Agency for 17 years. She worked in the Denver Regional Office and in Washington, D.C. where she served as an Assistant to former Administrator Bill Reilly and as director of Climate Wise program – a voluntary industrial energy efficiency program.
Neil Poulsen has been the Chief building official with the city of Boulder Planning and Development Services for the last 18 months. He was previously the Chief Building Official for the city of Bozeman, Montana for eleven years. In addition to 20 years of experience in building inspection jurisdictions Neil has another 20 years of experience in residential, industrial and commercial construction.
Neil has a Construction Technology Teaching Credential and has taught at the community college level for five years in adult education. He is an ICC Certified Building Official, Combination Inspector and Plans Examiner. Neil has spent a great deal of time over the years providing public education and training on code related compliance to assist the public in working through the jurisdictional process.
Ellen Franconi is a senior energy analyst within the Energy Analysis Group (EAG) at Architectural Energy Corporation (AEC). Through AEC, she provides sustainable design assistance services to design teams, and conducts studies for the City of Boulder to investigate the impact
of Commercial Building. Ellen has a Ph.D. in Building Systems Engineering from the University of Colorado, Boulder.
